Anyone Have a problem with the car not starting?

I think this is the problem I'm now having. Put key in, turn and nothing but 1 click. It's happened twice, first time engine was cold, Second time was hot. Pep Boys ran diagnostics And found nothing wrong. Any ideas? What is a TSB?
