Removing a seized block heater plug

Recently I purchased a used 2011 Journey Express 2.4l and on the first super-cold day went to plug it in and sparks started flying. So when we went to replace the block heater plug and cord we were unable to get the block heater plug out as it was seized completely into the engine hole. After 4 hours all we were left with was the remnants of the plug still stuck in the hole and nothing left to grab onto. And we did check and the dealership confirmed that the plug DOES NOT thread in, it is smooth and should just pull out. (Even the dealership was surprised). And we did try threading a bolt in to pull out but it broke off and is still stuck in the plug.

Before I go to Plan B, which is gluing on an oil pan heater pad, I was hoping that someone had some amazing insight to offer on how to get it out. I have a pretty experienced mechanic working with me who has never met defeat before until he tackled mine.
