2009 SXT -- Why do headlights turn on when switch is set to off?

I start with the car locked and headlight switch in the OFF position.  Then I press the key fob unlock button once and the driver door unlocks.  Unfortunately the headlights turn on.  If I open the door, grab what I forgot, then press the key fob lock button, the headlights stay on.  They eventually go out but sometimes not until the battery is drained and I need a jump start.

 

How can I reduce/eliminate the automatic headlight on "feature".  I don't have the fancy EVIC controls so the part of the manual that reads "The headlight delay time is programmable on vehicles equipped with the EVIC" doesn't apply. 

 

Is it not something that can be changed?  Aside from the expense of replacing the battery often it's just a PITA to get to. 

 

There is an AUTO setting on the headlight switch but I just use the ON and OFF settings. 

 

It would be really nice if OFF actually turned off the headlights...
